The Empower Youth Program is a five-module curriculum that can be used by anyone who provides services directly to youth, such as teachers, youth program directors, counselors, mentors, therapists, and more.
It has two chief objectives: to equip youth with personal safety strategies, and to nurture their empathy for others.
By inspiring students to develop empathy for those around them, our curriculum distinguishes itself both as an exploitation prevention tool as well as a character education program with far-reaching transformative potential for your school, classroom, or youth program.

The Apathy Effect is an innovative tool that equips you with the power to be safe from people and situations that intend to take advantage of you and your friends. We call these people exploiters.
As you go through these lessons, you will learn about the strategies exploiters use to take advantage of us and the strategies you can use to stay safe from exploitation. The adults who are facilitating this program with you are here to support you on the journey.

Residential Treatment Center
The Residential Treatment program at DePelchin treats foster children struggling with severe mental, emotional, or behavioral problems that inhibit normal functioning in a family setting. The purpose of the program is to help the youth develop the coping methods, internal control, and social skills they need to transition back into a home environment.
TAGS
DePelchin’s Transitioning to Adulthood through Guidance and Support (TAGS) Program seeks to provide a safe, stable environment for homeless young adults, ages 18-22, who have aged out of the child welfare system. In addition to offering temporary residence, the TAGS Program provides youths the opportunities, knowledge, and skills necessary to mature into productive, responsible adults capable of becoming independent.
Pregnant and Parenting Teen and Transitional Living Programs
DePelchin Children’s Center offers a Pregnant and Parenting Teen Program and a Residential Treatment Program for older youth aging out of foster care.
Our programs at Today’s Harbor a DePelchin Children’s Center Campus are intended to create a holistic approach to caring for at-risk youths while providing a safe and nurturing environment for everyone receiving services.

Trinity Oaks is humbled to have the honor of hosting people afflicted with terminal illness on “Texas Dream Trips,” which we hope fulfill their last outdoor-based wish.
It is a blessing to bring joy to a person battling life-threatening illnesses. Through Texas Dream Trips, we create an outdoor experience the entire family will share forever and another reason for those battling life-threatening or terminal conditions to fight a bit harder and hopefully beat the illness.
For people battling life-threatening or terminal illnesses, the results of nature programming are even more dramatic. According to the Children’s Hospital of Pennsylvania, fulfilling the dreams of children battling life-threatening or terminal illnesses and connecting them with nature helps not only ease their psychological stress but also eases the burden on all of their families, helping them cope with their loss in a meaningful way.
Top medical caregivers of sick children identify that psychosocial needs that must be met include:
- Time to be a child, i.e., engaging in age-appropriate activities for children
- spiritual needs, including expressing gratitude for nature, God, or whatever other culturally or family-appropriate channel
- and wish fulfillment when possible.
Addressing these needs can also significantly help families cope with the imminent loss of their loved one and assist the grieving process.

Trinity Oaks launched a special StarKids program for the sons and daughters of fallen first responders and combat veterans. Losing a parent changes a child’s life forever. When that parent falls as a hero, a first responder, or a veteran who was helping others or protecting our freedoms, the trauma is multiplied even further.
The Trinity Oaks’ StarKids program aims to help these sons and daughters honor their families’ sacrifices with a unique outdoor experience.
StarKids focuses on children of fallen military veterans who died in combat and first responders, police officers, game wardens, disaster responders, and firefighters between the ages of 10 and 18 years.
Each child is paired with a fallen first responder’s agency or military branch member as a hunting buddy and mentor. Both become “hunter safety certified” together before the hunt. Groups of 4-6 StarKids and their buddies then participate in a unique hunt together for deer, hog, or an exotic hunt, depending on the group’s interest.

Young people can build self-confidence through the development of specialized skills, and this is one of the best defenses against unhealthy peer pressure.
Through the Trinity Oaks’ H2O Outdoor Adventure program, kids are exposed to a full day of challenging tasks. As they sample unfamiliar activities such as archery, hunting, wilderness survival skills, firearms safety, and outdoor cooking, these young people will practice group participation, physical exertion, humility, and thinking on their feet — skills our next generation needs and can use daily.
As trained mentors and special guest celebrities lead them, participants will acquire new abilities in the outdoors, perhaps even without realizing that the process is occurring.

The S.A.F.E Program works to identify children and their families who are identified “at risk” and facilitate a community-based approach to improve educational experience and opportunity for all Comal County children.
The program serves children, aged 6-11, and their families who reside in Comal County and who demonstrate attendance and/or behavioral issues that place the child “at risk” of truancy, educational deficiencies, and delinquent behavior.
Referrals can be made by:
- School officials and Truancy Officers
- Student services counselors
- Judges/ Truancy Courts
- Parents and Guardians

Serving students facing challenges such as poverty, substance abuse, and poor mental health, CIS ensures safe and healthy environments both at school and at home.
Basic Needs: Students aren’t at their best if they are hungry, cold, tired, or don’t have the necessities, like clothing, school supplies or hygiene items. CIS Site Coordinators see to it that students can focus on learning and teachers can focus on teaching.
Academic Assistance: Sometimes students just need a little assistance to lift them to success. We connect students with the extra support they need to succeed.
Healthy Initiatives: Healthier children make better students. It’s hard to focus on math and reading if a student can’t see the blackboard, is suffering from mental health issues, a tooth ache, or absent because of untreated asthma. Addressing health and mental health needs with the help of our community partners keeps students in school, focused, and ready to learn.
Social Emotional Health: We want students to approach people and challenges in healthy ways. How do you learn to pay attention? Solve problems or conflicts with others? Be persistent in the face of frustration? Our students are learning these and other critical life skills thanks to relationships with CIS Site Coordinators.
College and Career Exploration: For students pursuing college, we help decipher the application process, explore scholarship opportunities, tour campuses and conduct mock interviews. For those planning to enter the work force, we help students discover enjoyable, sustainable career paths and connect them to internships, job shadowing opportunities and leadership training courses. For those undecided, our Project Success coordinators provide a safe sounding board to articulate goals and fears, and explore options.

Mill Street Youth Center is projected to open in early 2026.
Mill Street Youth Center offers a wide variety of services to students. From spaces for homework to a teaching kitchen to eSports to STEM activities to lounges to a performing arts stage and more backed by caring, supportive staff and volunteers.
Our program focuses on four pillars:

- Enrichment Experiences
- Healthy Lifestyle
6th through 12th grade students
C.Y.O. is the organization to join if you enjoy sports and are between the ages of 4 -17. It offers healthy competition in volleyball, track and basketball.
Children of any religion in the community are encouraged to join. C.Y.O. is sponsored by this parish and governed by the Chancery of San Antonio. Teams play against other C.Y.O. teams from the northeast area of San Antonio.

A home for youth preparing to exit foster care. Residents benefit from targeted support to help them transition to adulthood.
- Support. Through trauma-informed care and Trust-Based Relational Intervention (TBRI) staff and counselors help youth heal from trauma and plan for their futures.
- Academic Guidance. Case managers help monitor academic performance and guide youth in preparing for higher education or employment.
- Life Skills. Residents benefit from training and education designed to facilitate independent living. Skills include budgeting, credit planning, resume writing, and interviewing.
- Be aged 15-22 and in the foster care system.
- Be enrolled in (or have completed) high school, a GED course, vocational program, college, university, or technical school.
- Seek, obtain, or continue employment (if not enrolled in an educational program).
- Participate in programs on education, vocational training, employment, and volunteer outreach.
- Be capable of acquiring the skills necessary to become economically self-sufficient.
- Live cooperatively and responsibly with other residents in the program.
Transitional Living Program admission must be initiated by the youth's DFPS caseworker or Child Placing Unit. Authorized personnel should send the State of Texas Common Application and psychological evaluation to the agency intake email.
Our Dare to Dream program matches mentors with youth to navigate life's challenges together, providing advice, encouragement, and a supportive community.
We believe that the simple act of telling a mentee "I believe in you," "You are special," and "You are going to do great things" can transform their journey entirely.
Mentors meet both practical and emotional needs, guiding their mentees through tailored developmental milestones.
Mentors commit to meeting with their mentees every other week to set goals and help them achieve their dreams. While the relationships ideally last a lifetime, the program is a one-year commitment.
